Streaming Procedures

Digital Media for Instructional Purposes—Library Policy (Streaming Request)

Merrill-Cazier Library and CIDI (Center for Innovative Design & Instruction) are happy to assist faculty in streaming media within Canvas.    Please complete the request form to determine the availability of a specific work:

  1. Faculty member or instructor should complete the streaming request form.
  2. The Library will advise faculty members on their rights and responsibilities when streaming media for educational purposes and will research the availability of streaming rights for the requested content.  Balancing instructional need, copyright restrictions, and cost, the Library may choose one of several options for media access:
    1. Streaming rights already available through an existing partner
      1. The Library maintains deposit accounts with commercial film vendors such as Swank. The Library reserves the right to limit the number of films requested by individual faculty members in any given year to 5. Any additional streaming films must be paid for by the faculty's department.
      2. Faculty have unlimited access to pre-licensed and open access content available through the Library website and LibGuides.
    2. Streaming rights available for purchase from rights holder or other third party
      1. The Library will pay one-time streaming costs up to $300 from the Library’s central AV-Media budget. The academic department or college from which the course originates must assume any expense beyond $300.
      2. The department or college from which the course originates must assume ongoing or per-student costs. Subject librarians may, at their discretion, contribute to the cost of a film from their own book budgets.
    3. Streaming not available from any legitimate source
      1. The Library will acquire a physical copy of the requested film unless the Library, USU, or the requestor already owns a legal copy. Note the price caps above also apply to requests for new purchases.
      2. The Library will reach out to rights holders, in writing, requesting permission to digitize and stream the content.
      3. If permission is granted or if rights holder does not respond, the physical copy will be taken to CIDI for digitization and embedding in Canvas.
  3. Under no circumstances will the Library facilitate:
    1. Streaming full-length movies or musical productions for which the university does not have a license or documented permission.
    2. Streaming documentaries that are prepared specifically for educational use without a license or documented permission.

Streamed files will be mounted in Canvas, within an access-restricted course, for a limited period of time, at the end of which time access to the material will be removed unless permission is obtained from the content owner to show the material for a longer period of time.  At the end of the course, CIDI will archive files for future use; however, instructors who anticipate repeatedly using files in a regular and ongoing way are responsible for confirming that display still falls within fair or licensed use of the media. If an instructor wants to use the media in a future course, the Library will make an effort to reacquire permission for use.
