This report contains local goals for Utah’s Rich County, including Garden City and Pickleville, as well as Idaho’s Bear Lake County and St. Charles. It includes plans for economic development, environmental protections, installations of sewage systems, etc. Within the plans there is a marked emphasis on using Garden City and Pickleville as examples for land maintenance and ensuring the availability of agricultural industries while simultaneously avoiding pollution. Describes uses of Bear Lake during the 1960’s and 70’s. There is a land use matrix in the back of the article that splits land use into categories of geology, hydrology, soils, wildlife, and other.
